This is the WK ’74 Hoogtepunten-collection issued by Eldorado (publisher from the Netherlands).
There’s an unnumbered title card with the national team of the Netherlands on it + the game rules on the backside. Each card has a photo (team or action pic) with Dutch language on it. It’s a review on the World Cup of 1974.
Big names are: Cruyff, Lato, Müller, Rivelino, Breitner.
